Richard Stirling is the co-founder and CEO of Oxford Insights.

Richard has been at the cutting edge of AI for the past decade, and is a thought leader in
emerging tech policy and AI readiness in Government. Richard founded Oxford Insights in 2017,
and their mission is to bring that knowledge, expertise and experience to their clients in order to
make technology work for the public good.

Richard and his team work across the world with governments in Europe, Asia, Middle East and
Latin America as well as domestically in the UK. They also work closely with international
organisations such as UNESCO, UNDP, World Bank and CAF.

In addition to his work with Oxford Insights, Richard is a member of expert councils such as
UNESCO’s AI Experts Without Borders, UNDP’s Data to Policy and on the board of the Open
Data Charter.
